When Charles McGonigal, a former counterintelligence chief with the Federal Bureau of Investigation, was accused of using his position to benefit an associate’s business in Eastern Europe, it represented a startling turn for a high-ranking official who had been entrusted with access to some of the most sensitive secrets held by the American intelligence community. But it also set off a scramble within the bureau to assess the potential damage and determine whether any counterintelligence or law enforcement operations were compromised, according to two people familiar with the review, with the F.B.I.’s director, Christopher A. The one-time president and CEO of a social services agency for troubled Alaskan youth is accused of assaulting a flight attendant because his tray table was broken. “I’m a Gold Medallion; I can do whatever I want. Fuck you,” former AK Child & Family boss and licensed clinical social worker Denis McCarville said when other passengers intervened, according to a federal criminal complaint obtained by The Daily Beast . He later told the FBI that “it would be very rare if he were to say… the ‘F’ word, as he is a social worker and does clinical work with kids,” the filing states. McCarville, 70, took the top job at the venerable nonprofit in 2011 , when it was still known as Alaska Children’s Services. As promised, Wisconsin Republicans have circulated legislation that specifies which crimes would be included in a proposed constitutional amendment to make it harder for violent criminal defendants to go free on bail. The Republican-controlled Legislature fast-tracked approval of the proposed amendment in January so it could get on the April ballot. The measure would allow judges to consider previous violent criminal convictions when setting cash bail for a defendant accused of a violent crime. Opponents have raised concerns about how it could be interpreted since state law offers three definitions of violent crimes.
