KYIV, Ukraine — Russia pounded Ukraine’s energy facilities on Wednesday, as missiles rocked Kyiv and other cities, plunging large areas of the nation into darkness, shutting down water systems and cutting off power in half the neighboring country of Moldova. The attack was the widest since Nov. 15 , when 100 missiles and drones rained down, and among the most devastating of the entire war. Generators kicked on to keep life-support equipment running on Wednesday night as nurses and surgical assistants held flashlights over the operating table, guiding the surgeons as they snipped and cut, working to save a life under the most trying of conditions. “The electricity went out completely in the operating room,” said Borys Todurov, the institute’s director, who posted a video of the procedure online to illustrate the difficulties doctors are facing. “So far we are coping on our own,” he said. “But every hour is getting harder. California energy officials are asking residents tempted to blast air conditioners during the heat wave Friday to cut back on electricity use. The California Independent System Operator, which oversees 80 percent of the state’s electrical grid, issued a statewide alert for energy conservation from 1 p.m. to 10 p.m. Friday. The head of the national electricity grid in France has warned that power cuts are still likely during the winter despite a decline in consumption driven by decreased manufacturing production. This week, Xavier Piechaczyk, the president of the Reseau Transport d’Electricite (RTE), said that as a result of continued issues with the French nuclear power system, the country remains in a need of “particular vigilance” ahead of the winter months, warning that even if Europe experiences a normal winter, power cuts are likely. “If it’s hot, you won’t hear about red Ecowatt.
