As a result of their investigation, police received an arrest warrant for 43-year-old Derrick Woods of Sacramento. He was last seen leaving the area on foot with another adult. Woods was arrested at a Sacramento residence on Tuesday, police later announced. Woods is not the infant’s father, police said, but was known to the infant. A second child, the infant’s older brother, was also present at the time of the incident and also suffered serious injuries. He is being treated at the hospital. Family has identified the baby girl as Amanda Marie Owens. CBS13 is learning Woods has a lengthy criminal history and faced violent charges in the past. According to Sacramento County records, he most recently faced charges in 2011 for domestic battery and brandishing a weapon and in 1996 he pleaded no contest to child abuse charges. CBS13 spoke to Woods’ aunt Tuesday, who said the family had been trying to get Woods to surrender himself. Neighbors Uneasy with Evacuation Plan for Growing Plumas Lake Development

PLUMAS LAKE (CBS13) – People who live in a Plumas Lake neighborhood are sounding the alarm. They’re concerned hundreds of new homes are going up, but there’s still only one road to get in and out. And they say that could make any evacuation plan a big problem. “You try to raise questions [and] that fear factor climbs quickly, really quickly,” Plumas Lake resident Pat Williams said. READ MORE: My Sister's Cafe, Critical In Helping Abused Women, Celebrates 7 Years Williams and his wife, Jennifer Svec, bought what they considered their dream home before they watched so many new homes go up around them, with only one street in and out of the neighborhood. “It was a dream, it’s turned into a little bit of a nightmare,” Svec said. “I’m very concerned that the development we purchased over 5 years ago only has one ingress and egress.” “We now have 100 homes, it looks like we’re going to be in the neighborhood of anywhere from 200 to 500. How are we going to get out if there’s a fire? How are we going to get out if there is a train derailment?” Williams and Svec say they started voicing their safety concerns after watching people in similarly constructed neighborhoods in Paradise try to flee from the Camp Fire. They were also in the evacuation zone for the Oroville Dam crisis and watched traffic back up. “If residents are concerned, then that’s a problem for me,” Yuba County Supervisor Gary Bradford said. READ MORE: Sacramento Farmers' Market Moves From Downtown To Arden Fair Bradford says the development by Lennar Homes was legally approved years ago and meets county and state laws with a bike trail that can double as an escape route for vehicles. “That is actually the primary reason the bike path was created for an emergency evacuation route,” Bradford said. They’re looking forward to getting rid of their virtual desks. “I just want to get back into the classroom and I want to be teaching,” Hock said. “It’s the first step in a return to some normalcy for both teaching and the students,” Shelley Walker, an English teacher at Pleasant Grove High School, said. The district is partnering with California Northstate University in its mission to vaccinate employees. Roughly 200 volunteers will help expand capacity at the university and district shots to teachers and staff. A spokesperson for EGUSD also mentioned that the district is asking employees to allow those who work in-person to be able to go first when receiving their vaccinations. The district also added that it’s confident it can realistically vaccinate all of its roughly 7,000 employees with their first dose within four weeks. The Sacramento City Unified School District is hoping to achieve the goal of vaccinating its roughly 4,500 employees by the end of March. It plans on holding the first clinic for employees in its partnership with Dignity Health on Friday.
