SAN FRANCISCO (CBS SF/AP) — With new cases of COVID-19 plunging, San Francisco health officials announced that the city was moving into the state’s Red Tier, allowing struggling restaurants to offer indoor dining for the first time in months. At a Tuesday news conference, Mayor London Breed called the reopenings the “beginning of a great time for San Francisco.” READ MORE: UPDATE: Alameda County DA Declines To Charge Oakland Chinatown Storeowner Who Foiled Robbery “We’re here, we are in the Red,” Breed said. “Now I know being in the Red doesn’t sound that great but it is great compared to where we were…It means this is just the beginning. This is the beginning of a new day for San Francisco.” She said that the city within the next three weeks would move into the even more lenient Orange Tier. With some exceptions, San Francisco’s reopenings are in alignment with the activities allowed by the state. Additionally, San Francisco will now allow groups of up to six people from three households to eat together outdoors and the city has lifted the 10 p.m. curfew. Businesses can begin with indoor reopenings at 8 a.m. Several restaurants including Waterbar and EPIC Steak on San Francisco’s Embarcadero have already announced they would be open for indoor dining on Wednesday. For counties in the Red Tier, indoor restaurant dining rooms and movie theaters can reopen at 25% capacity or up to 100 people, whichever is fewer. Gyms and dance and yoga studios can open at 10% capacity. Museums, zoos and aquariums can open indoor activities at 25% capacity. The last time the city moved into the Red Tier was in the fall. Nearly a year after they were almost stabbed to death inside a Midland, Texas, Sam’s Club, Bawi Cung and his two sons all have visible scars. It’s the unseen ones though that are harder to get over. Cung can’t walk through any store without constantly looking in all directions. His 6-year-old son, who now can’t move one eyebrow, is afraid to sleep alone. On a Saturday evening in March, when COVID-19 panic shopping gripped the nation, Cung was in search of rice at a cheaper price. The family was in the Sam’s Club meat section when Cung suddenly felt a punch to the back of his head. A man he didn’t know then slashed his face with a knife. The assailant left but soon returned to stab the boys. He wounded the 3-year-old in the back and slashed the 6-year-old from his right eye to a couple of inches past his right ear. The grisly encounter brought home the dangerous climate Asian Americans have faced since the coronavirus entered the U.S., with racially motivated harassment and assaults occurring from coast to coast. Now, just more than a year and thousands of incidents later, some of the early victims find moving forward has been difficult or, at best, bittersweet. A recent wave of attacks on older Asian Americans — including the death of an 84-year-old San Francisco man — has fueled worries that hostilities have only worsened. In Cung’s case, the man responsible for the attack believed the Myanmar man and his children were Chinese and spreading the virus, according to the FBI. Cung said he’s not sure what would have happened had a Sam’s Club employee, Zach Owen, not intervened. “Maybe I might kill him. Maybe he might kill all of my family. 14-Year-Old Boy Accused of Fatally Shooting Colorado Woman
Denver prosecutors charged a 14-year-old boy with first-degree murder Monday after he was accused of fatally shooting a Colorado woman in her SUV in February. The suspect allegedly fired multiple shots at Pamela Cabriales, 32, while she was driving her SUV on February 20, striking her in the head at least once before killing her, the Denver Post reported . The Post reported that prosecutors had not identified the 14-year-old suspect because he is a juvenile, although prosecutors have filed a motion with the intent to transfer his case to adult court. Cabriales (pictured with her son Leo) was driving her 2008 Land Rover at West Colfax Avenue and Interstate 25 around 10:45 p.m. when a suspect, standing next to a four-door Honda on the passenger side, fired a gun six times into Cabriales’s vehicle before fleeing the scene, according to a probable cause statement . Cabriales suffered at least one bullet wound to her head and was rushed to a local hospital in “extremely critical condition.” She succumbed to her injuries and died several days later. The two suspects, the unnamed 14-year-old and 18-year-old Neshan Johnson, were able to avoid arrest until the next day when an officer recognized the Honda from a separate shooting at a McDonald’s on February 19. The suspects attempted to flee but their vehicle crashed into a pole and knocked a fire hydrant off of its base. “DPD Metro SWAT and K-9 units searched the area and found Johnson hiding in a nearby shed,” a news release read. “The alleged shooter and another male juvenile were also arrested.” The 14-year-old was charged with two counts of first-degree murder, one count of criminal attempt to commit first-degree murder with extreme indifference, two counts of being an aggravated juvenile offender (a sentence-enhancing charge), and one count of criminal attempt to commit first-degree assault with extreme indifference. PHILADELPHIA (CBS/CNN) — President Joe Biden is expected to announce Tuesday that a New Jersey-based pharmaceutical company will partner with Johnson & Johnson to help manufacture J&J’s coronavirus vaccine. Administration officials familiar with the matter said the partnership with Merck & Co. increases production capacity as the third authorized shot begins going into arms. The arrangement between two competitors is unusual and underscores the urgency in manufacturing and distributing enough vaccine doses to inoculate as many Americans as possible.
