By Sunday morning, the storm system had already struck a broad segment of the South, leaving close to 11 inches of snow in Lubbock, Tex. Iowa City and Cedar Rapids remained under a winter storm warning until midnight. the highest snowfall accumulation amounts are expected to occur southeast of Iowa City and Tipton, the weather service said. The Chicago Department of Aviation reported early Monday that, on average, departures were delayed by 77 minutes out of O'Hare. Flight-tracking website FlightAware reports more than 1,200 flights headed to or from the USA were canceled on one of the busiest travel days of the year. Power outages: Report shows utilities need to better prepared for winter storms

The state's main utilities companies were "in compliance" with directives as they dealt with the outages during three major snowstorms, but a review of their actions shows there is room for improvement. The state's Board of Public Utilities released a 71-page report that orders the state's four main utility companies – Rockland Electric, PSE&G, JCP&L and Atlantic City Electric – to better prepare for future storms likely to result in major power failures. The study is the result of an internal review and five public hearings held by the BPU around the state this spring to gather feedback on how companies performed during three winter storms from March 2, March 7, and March 20.
