Reno Retail Heist Leads To Major San Francisco Bay Area Stolen Property Ring Bust

SAN FRANCISCO (CBS SF) — Three suspects were in custody and more than $150,000 in suspected stolen merchandise recovered after an investigation into a Reno Lululemon store retail theft led to the San Francisco Bay Area. The investigation began in the wake of the theft of nearly $50,000 of clothing from the Lululemon clothing store in Reno on Feb. 5. Investigators believed that some of the suspects in the heist were repeat offenders, known to the Lululemon loss prevention team as having ties to the Bay Area. The Lululemon investigators reached out to the Organized Retail Crime Task Force, a multi-agency effort of the Golden Gate Division of the California Highway Patrol. The task force includes members from the San Francisco Police Department and the San Francisco District Attorney’s Office. With the help of information from the investigators, the ORCTF executed two search warrants in San Francisco and Antioch on February 11. Those search warrants led to three arrests — Mario Omar Cisneros-Cruz and Owen Omar Cisneros/Rodriguez both of San Francisco and Saul Garcia Hernandez of Antioch. Also seized during the searches was more than $150,000 in suspected stolen merchandise, $7,000 in cash and a handgun. Investigators said the recovered merchandise included clothing, cosmetics, purses and sunglasses from multiple retailers including Lululemon, Macy’s, Nordstrom, Victoria’s Secret, JCPenney’s Sunglass Hut, Solstice Sunglasses, Ulta Beauty, Sephora, Burberry, Sax Off 5th, Louis Vuitton, Hermés, Gucci, Channel, and others. “It is our Task Force’s mission to detect, deter and dismantle organized retail crime,” said CHP Lieutenant Kevin Domby of the ORCTF. UPDATE: Oil Spills From Chevron Richmond Refinery Into San Francisco Bay; All Clear Issued

RICHMOND (CBS SF) — Officials issued an ‘all clear’ Tuesday night, after hundreds of gallons of petroleum oil spilled into the San Francisco bay at the Chevron Refinery in Point Richmond, prompting a health alert for the surrounding area. The spill was reported just at around 3 p.m. and was located at the refinery’s long wharf near the Richmond-San Rafael Bridge. Response boats were dispatched to assess the situation, the Contra Costa County Sheriff’s Office said via the Community Warning System. The CWS gave the ‘all clear’ around 8:40 p.m. along with a message, saying, “The emergency situation has ended. Please feel free to resume normal activities. Please open doors and windows to air out buildings and homes.” The Level 2 advisory was issued for portions of Richmond, North Richmond and San Pablo, saying the incident could affect individuals with respiratory sensitivities. The leak was spilling five gallons of petroleum product per minute into the bay, county Supervisor John Gioia said. Just after 5 p.m., Richmond Fire said the spill had been stopped. An estimated 600 gallons of petroleum spilled into the bay, according to officials. There is currently a 5 gallon per min.leak of a petroleum product at the Chevron Richmond Long Wharf. UPDATE: San Francisco Moves To COVID-19 Red Tier; Indoor Dining To Resume At 25% Capacity

SAN FRANCISCO (CBS SF/AP) — With new cases of COVID-19 plunging, San Francisco health officials announced that the city was moving into the state’s Red Tier, allowing struggling restaurants to offer indoor dining for the first time in months. At a Tuesday news conference, Mayor London Breed called the reopenings the “beginning of a great time for San Francisco.” READ MORE: UPDATE: Alameda County DA Declines To Charge Oakland Chinatown Storeowner Who Foiled Robbery “We’re here, we are in the Red,” Breed said. “Now I know being in the Red doesn’t sound that great but it is great compared to where we were…It means this is just the beginning. This is the beginning of a new day for San Francisco.” She said that the city within the next three weeks would move into the even more lenient Orange Tier. With some exceptions, San Francisco’s reopenings are in alignment with the activities allowed by the state. Additionally, San Francisco will now allow groups of up to six people from three households to eat together outdoors and the city has lifted the 10 p.m. curfew. Businesses can begin with indoor reopenings at 8 a.m. Several restaurants including Waterbar and EPIC Steak on San Francisco’s Embarcadero have already announced they would be open for indoor dining on Wednesday. For counties in the Red Tier, indoor restaurant dining rooms and movie theaters can reopen at 25% capacity or up to 100 people, whichever is fewer. Gyms and dance and yoga studios can open at 10% capacity. Museums, zoos and aquariums can open indoor activities at 25% capacity. The last time the city moved into the Red Tier was in the fall. Small Bay Area Landlords Keep Properties Vacant Because of Rent Control

SAN JOSE (KPIX 5) — Vacancy rates are well into the double digits in cities across the Bay Area, but not all landlords are willing to drop rent prices to meet demand. Some small property owners say because of rent control, they’re choosing to keep some apartments empty. “This is far more of a tenant market than a landlord market and we haven’t seen that for quite some time,” Jim Castellanos said. Castellanos has been a property owner and manager for 40 years in San Jose. Pre-pandemic, he couldn’t rent his units fast enough. Now he’s dealing with vacancy rates near 10%. “We’re tapping every possible resource we can to get a flow of new residents because we just have so many leaving right now,” Castellanos said. “It stings hard already and it’s going to sting harder the longer it goes,” Jeff Zell said. Zell owns property in San Jose and Mountain View, He says turnover is constant, but if possible, he doesn’t want to drop the monthly rent. California is one of two states to have statewide rent control, because of AB 1482 rent increases cannot go beyond 5% plus the cost of living or 10% each year, whichever is higher. This new law only applies to older buildings built before 2005. Some cities have stricter caps, like in San Jose, where rent increases are capped at 5% a year. In San Francisco this year, increases are capped at .7%. “For every $200 a month essentially, that we drop a rent in San Jose, it takes us about one to two years to recover. In Mountain View, that’s going to be three to four years. And in some place where it’s really strict, like San Francisco, that might be five or six years before we recover,” Zell said. Instead of a monthly decrease many owners are offering a free month or two of rent, which still means revenue loss and can even increase vacancies. “It’s very difficult to market that. Suspects In TV News Crew Robbery In San Francisco SoMa Arrested On Treasure Island

SAN FRANCISCO (BCN) — Police in San Francisco on Tuesday announced the arrest of two men accused of robbing an NBC Bay Area TV news crew over the weekend as the victims were filming in the city’s South of Market neighborhood. The robbery happened on Saturday around 6:50 p.m. near the corner of Bryant and Fifth streets. Three suspects allegedly pulled up in a dark colored Lexus and two then exited and demanded that the victims hand over their camera. The two suspects claimed to have a firearm, simulating a gun with their hands concealed beneath their clothes, police said. The victims complied and the suspects fled in the Lexus, heading east on the Bay Bridge, according to police. Moments after the robbery, the victims flagged down officers on motorcycles and reported the robbery. The victims were able to give descriptions of the suspects, as well as provide the suspect vehicle’s license plate number. Using that number, officers were able to track the Lexus to a home on Treasure Island. Once there, officers located and stopped the vehicle, detaining a 20-year-old man and 15-year-old boy. Officers also detained the occupants of a nearby white Honda they determined was associated with the Lexus, identified as 18-year-old Ronnell Edward Johnson and 21-year-old Romell Boyland, both of San Francisco. Inside the Honda, officers located the video camera taken in the news crew robbery, as well as a camera that had also been reported stolen earlier on Saturday in the 1300 block of Haight Street. Officers arrested Johnson on suspicion of robbery, possession of stolen property and conspiracy. Officers arrested Boyland on suspicion of possession of stolen property, conspiracy and for violating probation in connection with a previous aggravated assault case, police said.
