New York City Mayor Bill De Blasio made race a central theme of his statement on the grand jury’s decision not to indict anyone in the death of Eric Garner. After speaking about the case, De Blasio said, “We’re not just dealing with a problem in 2014, we’re not dealing with years of racism leading up to it, or decades or racism, we are dealing with centuries of racism that have brought us to this day. The authority may also sell unused air rights and speed up a plan to allow developers to build market-rate apartment buildings on land it is underusing at its housing complexes, according to details of the plan obtained by The New York Times. These aggressive measures would preserve low rents through federal subsidies and would generate at least $15 billion worth of urgently needed repairs . Judge Rejects Deal to Overhaul City’s Public Housing

[What you need to know to start your day: Get New York Today in your inbox .] A federal judge rejected a sweeping settlement on Wednesday that would have appointed a monitor to oversee the troubled New York City Housing Authority and required the city to pump at least $1.2 billion into repairs. The judge, William H. Pauley III, also strongly suggested that the federal government should take over the authority instead. In a scathing opinion, Judge Pauley deplored the “breathtaking scope” of the squalid living conditions in the city’s public housing complexes. He rebuked the city for its mismanagement of the agency, and said the federal government had abdicated its legal responsibility to overhaul the nation’s largest stock of public housing that is home to about 400,000 vulnerable New Yorkers. Drop in Gang Violence Drove New York City Shootings Below 1,000 in 2016

A steep drop in gang violence last year drove shootings in New York City to the lowest number in at least a quarter-century, Police Department data shows, a result of what police officials say has been a focus on gang takedowns and targeted arrests in some of the city’s roughest neighborhoods. The internal police data, obtained by The New York Times, paints a detailed portrait of the motives, locations and circumstances behind murders and shootings for the last two years. Gang-related shootings fell to 412 in 2016, from 560 the year before, according to the data, which tracked shootings and murders through Dec. 28 of each year. Gang-related killings dropped to 79 in 2016, from 129 in 2015. Those drop-offs helped push citywide shootings to a new low of 998 by year’s end, police officials said, down from 1,138 in 2015. Wealthy New Yorkers are furious that Mayor Bill de Blasio plans to open a homeless shelter in their ritzy Manhattan neighborhood. Dozens of wealthy residents packed into a community meeting to voice their anger over the decision to move 150 homeless men into the former Park Savoy Hotel, NY1 reports . The residents are concerned that the move will increase crime and decrease property values in their neighborhood on “billionaires’ row.” “How are these poor people, whose only livelihood is in one bag, deal with a $6 coffee and a $15,000 dress on the windows of Fifth Avenue?” asked one resident, a middle-aged man with a foreign accent. “Aren’t we breeding crime by doing this?” he asked, earning applause from the audience.
