RECORD-SHATTERING POWER usage yesterday sparked blackouts affecting thousands of New Yorkers as a sweaty Con Edison boss begged people to lower the lights and raise the thermostats. Con Ed set a new record, burning through 13,141 megawatts of juice – coming within 259 megawatts of hitting its maximum level for daily usage. With temperatures forecast to flirt with the century mark for the third straight day, Mayor Bloomberg, who has declared a heat emergency for the city, cautioned New Yorkers to focus on their health. “Our first concern is to make sure that everybody stays safe and that can only happen if you – each of you – in your homes, in your businesses, take on a personal responsibility to help,” Bloomberg said. At least 3,680 homes and businesses, or an estimated 14,720 people, throughout the city lost electricity as the mercury at LaGuardia Airport spiked to 102 degrees and 97 at Central Park.
